Emergency Operations Planning
Completion of the Emergency Operations Plan (EOP) including functional annexes necessary to achieve level of preparedness defined as "Basic" based on criteria established by the Texas Division of Emergency Management.

Basic BCP Checklist/Crosswalk
A checklist (Texas Continuity Crosswalk) will be used to document progress in completing the basic Business Continuity Plan (BCP). The goal for completion is December 2014. Once the Basic plan is complete, we want to sustain the basic level through training and simulation exercises.

The State Office of Risk Management requires the Crosswalk document to be completed and submitted to them by October 31, 2014. This indicator remains in progress and full results will be reported in the next cycle. Please note the completion date has changed from December 2014 to October 31, 2014.

Consultant Selection
Selection of a consultant by 1/30/2014 to develop the University's Business Continuity Plan is paramount to the completion of the Emergency Operations Planning objective. The consultant is to deliver the completed plan by 10/1/2014. The criteria for selecting the consultant is identified in the attached Request for Proposal.

Consultant Status
Tidal Basin was hired as the consultant to write the SHSU Business Continuity Plan beginning March, 2014. Plan development is still in progress. Full results to be reported in the next cycle.

Develop and sustain a comprehensive effort to educate faculty, staff, and students about the importance of emergency preparedness and safety.

Training Session Evaluations
Participants, upon completion of the training session, will evaluate the session using presenter-generated evaluation instruments.
Criterion
Evaluation Goals
At least 80% of participants will be able to list two topics discussed during the workshop. At least 80% will be able to declare some area of increased knowledge.
Finding
Modification Required
During safety training classes, presenters often ask participants to respond to questions intended to gauge their knowledge or understanding of the topics presented. Written questionnaires have proven time consuming and participants do not complete them in sufficient numbers.
Based on this information, it is recommended that written questionnaires be discontinued along with the goal of 80% declaring increased knowledge or listing two topics. This would be replaced with a more appropriate Indicator of Emergency Preparedness Training Sessions are Performed on at Least a Quarterly Basis.
