Implement continuous improvement efforts within the Human Resources Department.

Objective
Provide Additional Data To Managers To Enhance Efficiency And Effectiveness
The Human Resources Department will provide additional data to managers to enhance efficiency and effectiveness.

KPI
PeopleAdmin Performance Management Implementation
The Human Resources Department will complete the installation of the PeopleAdmin Performance Management system and delivery of training to department supervisors to prepare for the online employee annual performance appraisals beginning March 2013.

Result
PeopleAdmin Performance Management Implementation
The official launch of the PeopleAdmin Performance Management module began April 1, 2013 with the annual Staff Evaluation Process.  Several training sessions were provided for department supervisors.  A Focus Group Survey was sent out to a group of 65 employees.  Of the responses received, 70% of the respondents indicated the PeopleAdmin Performance Management system meets or exceeds expectations as being user-friendly; and 65% indicated the system meets or exceeds expectations as being clear in explanation and clear in procedures.

Action
PeopleAdmin Performance Management Modification Requests
Human Resources personnel met with the PeopleAdmin Product Management team to discuss specific Performance Management Module modification requests.  The PeopleAdmin Product Management team took the list of requests and indicated that some of the requests are in progress for implementation.  Human Resources personnel will follow up with PeopleAdmin as needed.

Provide Easily Accessible Information To Employees
The Human Resources Department will provide easily accessible information to employees.

KPI
Provide Benefit Presentations To Employees
The Human Resources Department will coordinate with benefit providers to provide Retirement Planning and Employee Assistance Program presentations to employees during the Spring 2013 semester.

Result
Benefit Presentations Provided To Employees
The Human Resources Department hosted Social Security and Medicare presentations for employees during the Spring 2013 semester.   A Focus Group Survey was sent out to a group of 65 employees. Of the responses received, 100% of the respondents indicated the availability of presentations meets or exceeds expectations; and 95% indicated the variety of presentations and information provided meets or exceeds expectations.

Action
Employee Assistance Program Sessions For Employees
Human Resources personnel is working with the Employee Assistance Program staff to coordinate information sessions for employees.  These sessions are planned for September 2013.

The Human Resources Department will develop a strong employee development process.

Provide Employee Development Opportunities To Managers And Employees
The Human Resources Department will provide additional employee development opportunities to managers and employees.

Learning Management System Implementation
The Human Resources Department will complete the installation and promotion of the Learning Management System in order to provide managers and employees with an effective Staff Development Program.

Result
Learning Management System Implementation
The Human Resources Department launched the new learning management system, Talent Management, on April 1.  The system can be used by Sam Houston State University employees to search, request, and track training opportunities.  A Focus Group Survey was sent out to a group of 65 employees. Of the responses received, 90% of the respondents indicated the Learning Management System meets or exceeds expectations as being user-friendly and clear in explanation; and 80% indicated the system meets or exceeds expectations as being clear in procedures.  

Action
Expansion Of Learning Management System Use
Human Resources is working with the Information Technology Division, Ellucian, and Cornerstone staff, as well as management personnel on campus, to expand the use of the Learning Management System.  The system will be a key component in Performance Management as it is used for staff development.  

Objective
Integrate Staff Development Into The Staff Appraisal Process
The Human Resources Department will integrate the use of the Learning Management System and PeopleAdmin Peformance Management system to promote continuous learning and improvement for department managers and employees.

KPI
Manager And Employee Utilization Of Learning Management System In Connection With Performance Management
The Human Resources Department will promote the use of the Learning Management System in connection with the PeopleAdmin Performance Management system to set goals for employee continuous learning and improvement.

Result
Utilization Of Talent Management System In Connection With Performance Management System
The Human Resources Department has implemented the Talent Management System and the Performance Management System.  The Human Resources Department is currently in the beginning stages of a professional development initiative for employees designed to connect staff to the training they need to succeed.  The Talent Management System and the Performance Management System will be utilized together to assist managers and employees with setting and achieving goals for continuous learning and improvement. 

Action
Increased Utilization Of Talent Management System In Connection With Performance Management System
The current status of this iniative is still in the early stages of implementation.  Over the next year, there are plans to increase the integration of both systems being used by managers and employees to address staff development needs in order to improve staff performance as needed.


Update to previous cycle's plan for continuous improvement 1. HR updated the Compensation Plan Document as needed and in response to feedback received.
2. HR policies were reviewed and updated as needed.  The next review of the HR Policies is scheduled for April 1, 2014.
3. HR included the Staff Handbook as a main topic on the HR website to bring more attention to it. 
4. HR made efforts to improve service by updating the HR Website as needed and remains responsive to feedback received.
5. The Human Resources Department is committed to providing excellent service. As a part of our improvement efforts, a Focus Group Survey was sent to a group of 65 employees. Of the responses received, 85% of the respondents indicated the Consistent Service Provided meets or exceeds expectations as being user-friendly and clear in explanation; and 80% indicated the service meets or exceeds expectations as being clear in procedures.  When asked about the Guidance Provided to Managers and Employees, 90% indicated the guidance meets or exceeds expectations as being user-friendly, while 80% indicated it meets or exceeds expectations as being clear in explanation and clear in procedures.  While these responses continue to be very favorable, HR will continue efforts to improve over the next academic year.

Plan for continuous improvement The Human Resources Department's plan for improvement will focus on the Performance Management System modifications requested and continuing to integrate the use of the Performance Management System with the Learning Management System.  The Human Resources Department is in the beginning stages of a Staff Development Program that will utilize both systems to address staff development needs identified by managers during the performance management process.
