2012 - 2013

Facilities Planning And Construction

Goal
Implement Continuous Improvement Within Division
Require Directors/AVP's to integrate a culture of continuous improvement within their departments.

Objective
Integrate Project Management Software And University Accounting Database
Utilizing web-based product, e-Builder, to capitalize on "real-time" construction project tracking and management from planning phases through completion of FPC projects. Information can be accessed at multiple levels of the project phases and organizational structure. Ultimately, enhancing the over-all project delivery.  The integration of BANNER, the University's accounting database, with the project management software, reflects accurate information and an intense process of checks and balances.

KPI
Review Project Softcosts, Contracts And Change Orders Via Dashboards
Review monthly the FPC Monthly Manager Reports and Cognos dashboards to track Project softcosts, Design and General Contractor Contracts and Project change orders in comparison to Total Project Cost (TPC) and Construction Cost Limitation (CCL). Use information to determine need for redirection and analysis of risks exposure. By September 1, 2013 Banner and eBuilder integration to be achieved.

Result
Integration Status
The objective of integrating the two softwares was not achieved.  However, a full time employee was added to support the efforts.

Action
Support And Manage
Continue current efforts and provide support as needed.  Manage and prioritize all non-objective work in order to integrate the accounting database and the project managament softwards.

Goal
Provide For Continued Improvement In Campus Facilities And Grounds
Implement Elements of Updated Campus Master Plan

Objective
Prioritize Capital Improvement Projects And Funding Availability
Align Capital Improvement Program (CIP) projects that are congruent with SHSU Master Plan Update, with the University's emphasis to maximize the available funding to successfully accomplish project delivery.

KPI
Master Plan Update Congruent With University's Future Projections
On a yearly basis, a review and assessment of completed projects using the Capital Improvement Plan (CIP) as the constant database to reflect the progress of University's overall construction strategic planning of the Master Plan.

Result
Update Capital Improvements Projects & Add Major Infrastructure Projects
As the Master Plan Update was approved by the Board of Regents in February 2013, the objective was not completed.  However, the approved Update was inclusive of electrical, mechancial & storm water focus.  These infrustructure components are equally as important as the capital projects themselves.  The major infrastructure projects will be reflected in the CIP. And a matrix will maintained as reflection tool based on three catagories: 1. Planned (if project was on the Master Plan and CIP) 2. Implemented (if the project was programmed and/or designed) 3. Completed (if the project was constructed).

Action
Maintain Balance Of Master Plan Update & Facilities Projects
Implement the project matrix and continue to monitor the Master Plan Update planning with Facilities capital projects as well as the infrastructure projects involved.  Projects are to be prioritized accordingly as funding becomes available and as the demand for projects are needed.

Update to previous cycle's plan for continuous improvement Early involvement of external and internal has been a key component to the success of the design phase of the Student Health and Counseling Center project.  By having the plant operations and building end users participate in programming the South Residential District, the committee has realized economic analysis and infrastructure needs early on.

Plan for continuous improvement Create the project matrix for monitoring phases of CIP projects versus Master Plan.  Also, build upon the matrix to use it as a reflection tool for dollars spent towards projects on the CIP vs. nonCIP projects.
