Facilities Management

Goal
Improve Data Collection, Management, And Analysis To Be More Beneficial To The Department's Mission
Initiate consumer driven financial reporting. Link budget requests to institutional goals.  Provide quality data for decision makers in a timely manner.

Objective
Provide Monthly Campus Energy Conservation Consumption And Total Utilities Cost Data For Budgeting Decisions
Provide quality data for decision makers in a timely manner.  Derive and publish monthly consumption and expenditure data per gross square feet of Edcuational and General space in a ratio format and compare FY 2012 to FY 2011.  Information can be used to compare energy use against peer universities as well as in budgeting oversight.

KPI
Energy Utilization Index (EUI) (BTU/Gross Square Foot)
The EUI is British Thermal Units of energy divided by Education and General gross square feet of building space.  Energy Management staff will track graphically the monthly and year to date cumulative EUI for Educational and General buildings comparing FY 2012 with FY 2011.  The standard of success for FY 2012 is an overall EUI equal to or less than FY 2011.  The KPI for SHSU will also be compared with PEER University KPIs to be no greater than their average  Ths KPI will include electrical and natural gas resources.  Educational and General Gross square feet for this analysis shall be derived from the fall facility inventory update.  PEER University data will be taken from APPA Facilities Performance Indicators Report filed in December annually.

Consumption per gross square foot in 2012 was 5.2% higher than in 2011.  The standard for success was for the 2012 EUI to be equal to or lesser than the EUI for 2011.  kbtu represents 1000 British Thermal Units of energy or BTU's of energy.

Overall Kbtu/gsf For APPA Is 121.2 & For CAPPA It Is 137.3
Data reported in the 2012 APPA Facilities Performance Indicators Report show that the overall figure for APPA participants is 121.2 kbtu/gsf and the CAPPA figure stood at 137.3 kbtu/gsf.  Based on these numbers SHSU was successful in achieving a lower consumption per gross square foot than the national and regional levels.  APPA is our national Facilities Managment organization and CAPPA is regional orgnization with similar professional objectives.

Survey Constituents Of Facilities Management To Improve The Delivery And Efficiency Of Services
Facilities Management shall survey constituents served by the department in order to determine the level of service being provided and to secure strengths and weaknesses to be used in making improvements to service.

Objective
Survey Department Employees To Improve Working Conditions And Their Effectiveness
In a learning organization, people at all levels, individually and collectively, are continually increasing their knowledge and capacity to produce the best practices and best possible results. This objective considers how the organizational culture, work environment, employee support climate, and systems enables and encourages employees to contribute effectively. Work environment and systems include work and job design, compensation, employee performance management, and recognition programs. Training is analyzed to determine how well it meets the ongoing needs of employees and develops their leadership and knowledge sharing skills to improve efficiency and to accommodate change. There is an emphasis on measuring results related to employee well-being, satisfaction, development, motivation, work system performance, and effectiveness.

Employee Overall Satisfaction Level At Or Above APPA Average
Employees will be surveyed to determine their overall satisfaction level and the results will be compared to the APPA (Association of Higher Education Facilities Officers) average overall satisfaction level and the CAPPA (Central States Region of Higher Education Facilities Officers) average overall satisfaction level.  Employee overall satisfaction level shall achieve or exceed the average score for both APPA and CAPPA.  APPA and CAPPA averages will be available in the spring of each year.

A list if 32 questions were drafted covering a number of employee relations categories.

Even though the draft questions for the survey were developed, the administering of the survey to employees was not accomplished in FY 2012.

Administer Employee Survey In FY 2013
Internal employee circumstances caused the survey to not be administered, but plans are being made to accomplish the survey in FY 2013.  The results are very much needed to make improvements to our employee support program.

Develop A Culture That Strives To Improve Business Processes
Develop a culture within the Facilities Department that emphasizes work flow analysis of business processes.

Objective
Benchmark Facilities Management Operations Against PEER Universities To Improve Facilities Management Services
Annually by December 1 or as dictated by APPA (Association of Higher Education Facilities Officers)  Facilities Administration will complete a comprehensive data collection and input responses to APPA for analysis along with other universities in the United States and by region.  Beta results are typically received in February, but final reports are received in the spring of each year.  Selected key performance indicators from Facilities Management will be compared to APPA national results for program success.

Completion Of APPA Survey And Self Comparison With Survey KPI's
Facilities Administration will complete the survey produced by APPA by December 1st of every year and use APPA survey results published in early calendar year to determine areas of improvement.  Key performance indicators will be attached. Success will be measured by comparing SHSU Facilities with peer universities and representative groups.  Completing the survey and achieving average or better on each of the indexes will represent success.

An extended employee absence prevented us from harvesting the data in a timely manner and meeting the Dec 1st deadline for APPA survey inclusion.

SHSU survey was conducted over the period of calendar year 2012 and will be compared to APPA results which closely reflect Calendar years 2011 and 2012.

205 Work Orders Surveyed With Various Service Related Questions
205 work orders were surveyed.  Each customer was asked 5 questions about various service related issues and 1 question pertaining to overall satisfaction with the work order execution.

FY 2011 APPA (and regional averages) customer service indices are attached as well as FY 2012 APPA (and regional averages) customer service (Beta) indicies.

Complete the 2012 APPA Survey and participate in the documentation of the results with other universities across the United States.

Create and distribute an interal survey of the Maintenance customers on campus.


Update to previous cycle's plan for continuous improvement

Plan for continuous improvement While SHSU did not complete all of the surveys planned for calendar year 2012, some of the surveys were completed.  The results of the surveys indicate that both maintenance and custodial & grounds staff were performing to a fairly high standard when compared against other universities of similar size and complexity.

It is important to continue finding different ways to survey the campus customers to provide adequate feedback on the best way to service the facilities on campus.  The primary goals of continuing to survey the customers is to not only provide the data needed to make informmed decisions but to also improve the quanity of feed-back to so that the sample size is sufficient to believe the results are accurate.
