LCC is designed to provide police executives with the knowledge and skills necessary for successful leadership in a modern law enforcement agency.

Graduates of the LCC will be able to integrate leadership principles of law enforcement management and administration as well as managing the political, legal, and social environments.

Leadership White Paper (LWP) Evaluation
LEMIT staff will evaluate a LWP according to a predetermined set of criteria. Participants are expected to write a publishable-quality research paper to graduate from the LCC. They are introduced to the format and requirements in Module I and are required to turn in a draft of their paper at the end of Module I. Participants receive instruction and are provided access to research material and resources during Module I and Module II. Participants also receive individualized, face-to-face mentorship during Module I and Module II. All participant LWPs must be Final Approved for the participant to attend Module III and graduate from the LCC.
Criterion
At Least 80% Of Leadership White Papers (LWP) Will Be Judged To Be Of Publishable Quality
At least 80% of LCC participants will produce a LWP of publishable quality and assessed to be “satisfactory” or better prior to final review, mentorship and approval. Participant LWP drafts are revised, at least twice, through one-on-one communication (phone, email, and face-to-face if geography allows) between the participant and LWP coordinator until the paper obtains Final Approval and ready to be published through the Newton Gresham Library at Sam Houston State University.

"Satisfactory" Or Better Criteria Met With Mentorship
Throughout the first two Modules, participants are provided templates, guides, timelines and continual mentorship to assist them in producing a LWP of publishable quality in order to graduate to Module III. Though the criteria of 80% of the papers judged to be “satisfactory or better” was achieved prior to final review and mentorship, on average, less than five (5%) percent need additional mentoring in trouble areas, which include LWP organization, technical corrections (grammar, citations, formatting), and references.

Writing Rubric To Be Designed/Implemented
Though participants were mentored from “unsatisfactory” to “satisfactory” to correct areas of weakness and produce a 100% graduation to the next Module, LEMIT program staff will design and implement a writing rubric in the next fiscal year to better assess, evaluate and improve areas of need.

Texas Police Chief Leadership Series (TPCLS)
The program is specifically designed to assist police administrators in developing their leadership skills.

Factors Impacting Effectiveness
Police chiefs completing the TPCLS will be able to list knowledge acquired and application of that knowledge subsequent to the training.

Embedded Assessment
As part of the overall evaluation, new police chiefs will be asked to compose a course essay, listing at least five (5) things learned from the training session, while participants attending subsequent training will be asked to maintain a learning journal upon completion of each of seven(7) topics of training and identifying 1) knowledge gained; 2) how that knowledge will be used personally; and 3) how can the training be applied to the participant’s agency.

At Least 85% Police Chiefs Able To Convey Training Achievements
At least 85% of police chiefs attending the training series will be able to effectively convey their training achievements and areas within the course materials where improvements are needed.

Though the criteria of 85% of police chiefs being able to convey their training achievements in both training sessions have been met, LEMIT staff has identified that a more effective evaluation system needs to be developed and implemented in order to properly assess the success of the trainings being offered both in material and instruction.

Incident Command Simulation Training Program (INCOSIT)
Incident Command Simulation Training (InCoSiT) provides specialized training in crisis management

Able To Meet Challenges Of Emergencies
Participants who complete the INCOSIT ICS series of training will be able to meet the challenges of preparedness for, response to and recovery from major emergencies, disasters and potential terrorist threats and activities.

INCOSIT Incident Objective Form
As part of training, participants complete the INCOSIT Incident Report Form, which includes incident objectives, strategies, tactics and needed resources.
Criterion
At Least 85% Of Incident Objective Forms Will Be Assessed As "Satisfactory" Or Better
Subsequent to the first simulation, INCOSIT instructors will assess the incident objective forms and 85% will be identified as “satisfactory” or better with debriefings occurring followed by a second simulation to work on areas of need.

"Satisfactory" Or Better Criteria Met
Though INCOSIT participants successfully met the “satisfactory” criteria, no one area in the Incident Objective Form appeared to be more troublesome than the other simply because it is a measure of competency and not skill/task based. Upon completion of the first simulation, a debriefing occurs followed by another simulation by which participants are given the opportunity to hone in on areas of need followed by a final test whereby participants must score 70% or higher for which no participant has failed in the history of the course offering.

Because this series of training are simulation based and not skill or task grounded, LEMIT program staff will research an improved evaluation process in the next fiscal year.
