President's Cabinet will meet to review collectively pertinent issues concerning the University. The President will meet with each Vice President to review individually relevant issues within each division.

President's Cabinet met twice per month during the Fall and Spring semesters and once per month during the summer to discuss pertinent issues concerning each division and the University. Each issue was resolved at the meeting or placed on a follow-up pending agenda. A mini-retreat will serve as a planning session to set goals for the upcoming academic year.

Vice President's One-on-One
The President met with each Vice President formally twice per month in the fall and spring semester and once per month in the summer to discuss the status of each division. In addition, he met with Vice Presidents individually as needed to discuss matters that needed immediate attention. During these meetings, the Vice Presidents updated the President regarding their division. If there was a matter that needed attention, a plan of action regarding how the issue was going to be handled was formulated.

The President and Vice Presidents have reviewed the FY2009 Fall and Spring Performance Measure Reports and have made a preliminary assessment of the data. When the FY2009 Year End Report is finalized, the President will review with each Vice President the benchmarks for each division to determine if the benchmarks have been met. If the benchmarks have not been met, necessary actions will be implemented to make improvements within the division. In addtion, it will be determined if the benchmarks are a good indicator of success within the division, and the benchmarks will be adjusted accordingly.

The follow-up agenda items are currently being processed. To ensure each follow-up agenda item is resolved, the item will remain pending until cabinet is satisfied with the resolution. If the item is assigned to a Vice President to implement, the President will place the item in his one-on-one folders to discuss with the appropriate Vice President until the matter is resolved. This new procedure ensured each issue was concluded.

The President verified with the Vice Presidents that each matter that needed attention was resolved. The matter remained a pending issue until the President and Vice Presidents were satisfied with the resolution. At this time, there are no pertinent matters that are pending. There was a vacancy this year for the position of Vice President for Finance and Operations. A search committee was formed to conduct a national search for this position.
Last year an Associate Vice President in the division of Finance and Operations retired. The Vice President for Finance and Operations at the time decided not to replace this individual, but to distribute her workload among existing personnel. It has been determined that this position is essential to the effective and efficient operation of this division.

When evaluating current Vice Presidents of the University, the President will review annually the overall performance of each Vice President.

The President used his one-on-one sessions with the Vice Presidents through out the year to provide feedback regarding their performance. Then in May, the President conducted the Vice Presidents' Annual Review.

Vice Presidents/Administrators Credentials - VPFO
A search committee was formed to conduct a national search for the position of Vice President for Finance and Operations. This committee was comprised of at least one representive from each sector of the university community and chaired by the Dean of the College of Criminal Justice. After a thorough search, three finalist were brought to campus for an in depth evaluation. Each of the three finalist met with key administrators and university community representatives. Upon conclusion of the visits, a survey regarding the candidates was disbursed. Participates were also informed they could send comments to the President in lieu of or in addtion to the survey. Upon the conclusion of this process, the President was able to select the best candidate for this position. The candidate selected has impeccable credentials - a PHD in accounting, CPA and a wealth of experience.
The process of filling the position of Associate VPFO has just begun and is at the stage of forming the search committee.

The Office of the President will secure financial support for the University by presenting the legislative appropriation requests to the appropriate government entities, by setting/evaluating the goals of the capital campaign, and by actively participating in the capital campaign events.

The President will review documents published by the Higher Education Coordinating Board, the Legislative Budget Board, and other State entities to evaluate the total funds appropriated to the Public Universities in Texas and compare the proportion allotted to Sam Houston State University.

The 81st Legislation Session concluded on 6/1/09 with the last day for the Governor to sign or veto bills on 6/21/09. A special legislative session was called to address the affairs that were not addressed in the regular session. The preliminary data indicates that Sam Houston State University's legislative appropriation support has improved.

It appears that the planned action of the President working closely with the Texas State University System staff, university alums, and friends of the University with close political contacts has been effective. When the data regarding the 81st legislative session is published, the President will fomulate a detailed plan of action for the next legislative session.

The President and the Vice President for University Advancement will continue to monitor the Capital Campaign goals. They will continue to cultivate donations of large gifts as planned; however, they will focus on pursuing the avenue of smaller donations since this seems to be the donors' preference during the current state of the economy.
